About Department of Citywide Administrative Services
The New York City Department of Citywide Administrative Services is a municipal agency that was created in 1996 when the Department of General Services and the Department of Personnel were combined. It is headed by a commissioner appointed by the mayor and is organized into 13 lines of service. Its workforce functions include running the civil service system, recruiting and training city employees, handling labor relations, and supporting equal employment opportunity compliance across city agencies.
On the property and purchasing side, the agency manages public buildings, acquires, sells and leases city real estate, and buys goods and services for city agencies. It also oversees the city's vehicle fleet and leads energy and emissions efforts for government operations. Its headquarters is at 1 Centre Street in Manhattan, and its public information is available at nyc.gov/dcas.
