The New York City Department of Education runs the public school system of New York City. Its governing structure includes the Chancellor and the Panel for Educational Policy, and the agency derives its powers from New York State law while remaining subject to state regulations. The Office of the General Counsel advises the agency on general practice issues, labor and employment, equal opportunity, employee discipline, special education, administrative, state and federal law compliance, and commercial transactions. Its executive leadership team includes deputy counsel roles covering special education litigation, contracts, labor relations and litigation management.

The General Counsel serves as legal adviser to the Chancellor and the agency and works to make sure staff know the applicable rules. The office accepts service of subpoenas for records, which may be sent by email or by mail to a Subpoena Unit.
