About Empire State Development
Empire State Development (ESD) is a New York State government agency for economic development. Its stated mission is to strengthen the state economy and encourage business investment and job creation, using tools such as loans, grants, tax credits, real estate development and marketing. ESD serves as an umbrella for the New York State Urban Development Corporation and the New York Job Development Authority, and the former Department of Economic Development has been operationally merged into it. It also oversees the I LOVE NY tourism brand and New York State's film, TV and commercial incentives.
ESD offers businesses financing such as loans and grants, tax credits, and technical assistance, and it promotes economic opportunity for minority- and women-owned businesses and service-disabled veteran-owned businesses. The agency oversees the Regional Economic Development Councils, the ConnectALL broadband equity office, and the Office of Strategic Workforce Development. Its headquarters are in Albany, Buffalo and New York City, and it operates a network of ten regional offices across New York State, including a Long Island region office in Melville.
