About Hugh L. Carey Battery Park City Authority
The Hugh L. Carey Battery Park City Authority is a New York State public benefit corporation created in 1968 by the state legislature to develop and oversee Battery Park City, a planned neighborhood on Manhattan's Lower West Side. Its stated mission is to plan and sustain a mixed community of commercial, residential, retail and park space within a designated 92-acre site. The authority holds ownership of the land, and privately owned buildings in the neighborhood sit on ground sub-leases to it.
Its functions include collecting ground rent and payments in lieu of taxes from those sub-leases, then funding open-space maintenance, neighborhood programming and debt service for capital projects. Since 2010 it has directed more than $460 million in excess operating revenue toward affordable housing across the five boroughs. Its park operations team maintains about 36 acres of public open space, and its office is at 200 Liberty Street in New York City.
