About New York City Department of Buildings (DOB)
The New York City Department of Buildings is a municipal agency of New York City government. It oversees construction and building use across the five boroughs by enforcing city building and zoning codes, issuing permits, licensing certain trades, and responding to structural emergencies. Its inspectors and plan examiners review construction plans and visit new and existing buildings, and the agency describes itself as overseeing more than one million buildings.
The department's work includes plan review, permitting, licensing, inspections and enforcement, and a Building Marshal's Office sits within its enforcement division. Five borough offices handle permitting and enforcement for their areas, while the executive offices and several operational units are based at 280 Broadway in Manhattan. The agency is led by a commissioner appointed by the mayor, and it provides a Certificate of Occupancy and related permits to the public.
