About New York City Department of Citywide Administrative Services
DCAS is a New York City government department created in 1996 through the merger of the former Departments of General Services and Personnel. It supports city agencies with recruiting, hiring and training city employees, runs the civil service system, manages 55 public buildings, buys goods and services for city agencies, sells and leases city property, and coordinates the city's fleet and energy and emissions work. It also operates the CityStore.
Its Office of General Counsel provides legal counsel to the commissioner and the agency and serves as liaison to the NYC Law Department, handling legal matters involving citywide personnel policies, procurement, and city real estate. The agency is headquartered at One Centre Street in Manhattan and works across the five boroughs, and its DCAS Police unit operates commands in Manhattan, Brooklyn, Staten Island, the Bronx, and Queens.
