About New York City Department of Housing Preservation and Development

The New York City Department of Housing Preservation and Development (HPD) is a municipal agency of the City of New York, responsible for developing and maintaining the city's stock of affordable housing. Its stated mission is to promote quality and affordability in the city's housing and diversity and strength in its neighborhoods. The agency organizes its work around three objectives: maintaining building and resident safety and health, creating opportunities through housing affordability, and engaging New Yorkers to build and sustain neighborhood strength and diversity.

HPD enforces the Housing Maintenance Code through inspections, violations, emergency repairs, and cases brought in Housing Court, and its Housing Litigation Division seeks court orders to correct conditions. The agency also runs preservation and development financing, annual property registration, rental and down-payment assistance, Section 8 information, and affordable housing marketing on NYC Housing Connect. Its headquarters is at 100 Gold Street in Lower Manhattan, with branch offices in each of the five boroughs.
