About New York City Housing Development Corporation
The New York City Housing Development Corporation (HDC) is a public benefit corporation that the New York State Legislature created in 1971 as a financing source for affordable housing, separate from the City's capital budget. HDC describes its work as financing the creation and preservation of multi-family housing for low-, moderate- and middle-income New Yorkers, with the aim of supporting economic growth and neighborhood revitalization. Its board includes ex officio city officials and public members appointed by the mayor and the governor.
HDC issues bonds and notes that provide construction and permanent financing for multifamily residential housing, and it offers loan programs for new construction, acquisition and rehabilitation. It also serves as a financing partner for rehabilitating public housing owned by the New York City Housing Authority under the PACT program. The organization states that it works with minority- and women-owned and nonprofit development teams. Its office is located at 120 Broadway in New York, NY.
