About New York City Office of Administrative Trials and Hearings (OATH)

The Office of Administrative Trials and Hearings (OATH) is an independent city agency that serves as New York City's administrative law tribunal, sitting outside the New York State court system. It holds adjudicatory hearings for City agencies through three divisions: the Trials Division, which hears employee discipline, license and regulatory matters, real estate and zoning cases, and City Human Rights Law disputes; the Hearings Division, which decides challenges to summonses issued by more than 25 City enforcement agencies; and the Special Education Hearings Division, which handles parent due process complaints about special education services.

OATH also houses the Center for Creative Conflict Resolution, which provides mediation and restorative justice support to City agencies and the public, and the Judicial Institute, which offers training and research for administrative law judges and hearing officers. Its Help Center assists people who represent themselves in responding to summonses. Hearings Division offices are located in Manhattan, Brooklyn, the Bronx, Long Island City (Queens) and Staten Island, and many hearings are conducted by telephone or remotely.
