About New York City School Construction Authority

The New York City School Construction Authority, also called the SCA or NYCSCA, is a New York State public-benefit corporation. The state legislature created it in 1988 to design, build and renovate school buildings across all five boroughs of New York City. A board of trustees oversees the authority, and a president and chief executive officer leads its operations. Its responsibilities include site identification and real estate work, the city Department of Education's capital plan, and the planning, design and construction of new schools, additions and improvements to existing schools. It contracts with architects, engineers, general contractors and specialty consultants, generally selecting firms that have completed its prequalification process.

The authority has an Office of Inspector General that reports both to its president and chief executive officer and to the city Department of Investigation commissioner. That office aims to prevent fraud, waste and abuse and to confirm that employees and contractors follow applicable laws and SCA policies.
