About New York State Court of Appeals
The New York State Court of Appeals is the highest court in the state's Unified Court System, and it sits in Albany. Its seven members, the chief judge and six associate judges, are appointed by the governor and confirmed by the state senate to 14-year terms. The Court of Appeals was founded in 1847, after the New York State Constitution of 1846 created it to replace both the Court for the Correction of Errors and the Court of Chancery. The chief judge also leads administration of the state's court system.
The court hears appeals and certified questions, and its decisions are published in the Adobe Portable Document Format (PDF). The Court-PASS system provides free access to Court of Appeals materials for appeals, certified questions and judicial conduct matters pending on or filed after January 1, 2013. On September 24, 2026, Chief Judge Rowan D. Wilson conducted a statewide public hearing at the Court of Appeals to assess the extent and nature of unmet civil legal services needs throughout New York State. The Clerk's Office also issues notices to the bar about appeals.
