About New York State Department of Financial Services
The New York State Department of Financial Services (DFS) is a state government agency that regulates financial services and products under New York's insurance, banking and financial services laws. It was created on October 3, 2011, when the former state Banking and Insurance Departments were consolidated into one agency. Its oversight covers state-chartered banks and trust companies, credit unions, mortgage lenders, money transmitters, virtual currency businesses, and insurance companies, along with other licensed entities.
The department's work includes chartering and licensing institutions, examining regulated entities, reviewing insurance rates and filings, and answering consumer questions and complaints about financial products. Its divisions cover insurance, banking, consumer protection and financial enforcement, research and innovation, cybersecurity, and climate. DFS administers New York's cybersecurity regulation for covered financial institutions. The department lists its main office at One State Street in New York City, with additional offices in Albany, Syracuse, Buffalo and Mineola.
