About New York State Department of Public Service

The New York State Department of Public Service is a state government agency. Its stated mission is to help ensure affordable, safe, secure and reliable access to electric, gas, steam, telecommunications and water services for residential and business consumers, at just and reasonable rates, while protecting the natural environment. It works with the Public Service Commission, whose members are appointed by the Governor and confirmed by the Senate. The Commission sets utility rates, oversees utility service, and exercises jurisdiction over the siting of major gas and electric transmission facilities.

The agency's Office of General Counsel represents the Commission and the Department in state and federal court and in administrative proceedings. It advises staff on utility regulation, energy siting, energy markets and consumer protection, and gives advice on proposed regulations and legislation. The Department also accepts consumer complaints about utility companies and publishes consumer information. Its regional offices are located in Albany, Buffalo, Latham, New York City and on Long Island, with Albany as the main location.
