The New York State Division of Homeland Security and Emergency Services (DHSES) is a state government agency. Its mission is to protect New Yorkers, their property and the state's economic well-being from natural and human-caused emergencies and disasters. The division was created in July 2010 through the consolidation of the Office of Homeland Security, the State Emergency Management Office, the Office of Fire Prevention and Control, the Statewide Interoperability Program and the Cyber Security and Critical Infrastructure Coordination office. Its responsibilities include analysis, information sharing, physical and cyber security, disaster preparedness and relief, interoperable emergency communications, fire safety and emergency response.

The agency's units include the Office of Counter Terrorism, the Office of Emergency Management, the Office of Fire Prevention and Control, the Office of Interoperable and Emergency Communications and Disaster Recovery, which coordinate state agency responses in support of local governments. DHSES also runs the State Preparedness Training Center and the Academy of Fire Science in Montour Falls. Its main offices are in Albany, with a New York City office on Third Avenue. The agency lists work locations and regional offices elsewhere in the state, including Syracuse, Rochester, Buffalo, Binghamton and Poughkeepsie.
