About New York State Homes and Community Renewal

New York State Homes and Community Renewal (HCR) is the State's affordable housing agency. Its stated mission is to build, preserve and protect affordable housing and to increase homeownership across New York State. HCR works with private, public and nonprofit partners and is charged with carrying out a five-year, $25 billion state housing plan. It operates through several components, including the Division of Housing and Community Renewal, the State of New York Mortgage Agency (SONYMA), and the Housing Trust Fund Corporation.

Its activities include financing for multifamily rental housing through tax-exempt bonds and tax credits, and mortgage programs for first-time and low-income homebuyers through SONYMA. It also awards State and federal grants to municipalities and nonprofits for community revitalization, and oversees publicly assisted rental housing. Through its Office of Rent Administration and Tenant Protection Unit, it administers rent regulation in New York City and adjacent counties. Main offices are listed in Manhattan, Jamaica (Queens), Albany, Buffalo and Syracuse, with rent offices in the Bronx, Brooklyn, Queens, Manhattan and White Plains.
