About New York State Office of Cannabis Management

The New York State Office of Cannabis Management (OCM) is a state government agency that was set up when the Marijuana Regulation and Taxation Act was passed in March 2021. Its role is to build a regulatory framework for medical cannabis, adult-use cannabis and cannabinoid hemp in New York, covering areas such as production, licensing, packaging, marketing and sale. The office is described as an independent office within the Division of Alcoholic Beverage Control and is overseen by a five-member Cannabis Control Board.

The agency's work is divided between a Licensing Unit, which reviews applications, amendments and renewals, and a Compliance Unit, which handles inspections, quarantines and recalls. Its Enforcement Division investigates unlicensed cannabis activity and runs background checks on license applicants. OCM also administers social and economic equity programs, including the Conditional Adult-Use Retail Dispensary (CAURD) license, and oversees the Medical Cannabis and Cannabinoid Hemp programs.
