The New York State Office of Employee Relations (OER) is a state government agency that acts as the Governor's representative in employee relations matters for the Executive Branch. The agency describes its purpose as improving state government through collaborative labor relations, workforce training, education and benefits. It negotiates and administers collective bargaining agreements with public employee unions, advises managers and human resource staff on personnel rules and contract administration, and works to keep state employee compensation and benefit programs cost-effective.

The office also supports the New York State Deferred Compensation Plan and administers training and employee assistance services.
