About New York State Office of Indigent Legal Services (ILS)
The New York State Office of Indigent Legal Services (ILS) is a state government office based in Albany. It was created in 2010 to monitor, study and improve the quality of legal representation provided under County Law Article 18-B, the county-based system that supplies lawyers to people facing criminal charges or certain Family Court matters who cannot afford one. ILS does not represent individuals directly. Its work is overseen by the nine-member ILS Board, which is chaired by the Chief Judge of the New York State Court of Appeals.
The office distributes state funds from the Indigent Legal Services Fund to counties and New York City, and it collects, analyzes and reports public defense data. It also implements the terms of the Hurrell-Harring Settlement in participating counties and works on statewide counsel-at-arraignment and caseload standards. Support is offered through case consultation services for trial, appellate and post-conviction counsel, a research team, and a Statewide Appellate Support Center. The sources identify its offices at 80 South Swan Street in Albany as the only New York State location.
