About New York State Office of Indigent Legal Services
The New York State Office of Indigent Legal Services (ILS) is a state government agency based in Albany. State law enacted in 2010 set its purpose: to monitor, study, and improve the quality of public defense for people who cannot afford a lawyer in criminal and Family Court matters. It has no caseload of its own. Instead, it distributes more than $500 million a year to counties and public defense providers, collects and analyzes data, and offers consultations to trial and appellate counsel. A nine-member board oversees its work.
Its work includes implementing the Hurrell-Harring Settlement in five counties and extending counsel-at-arraignment and caseload standards statewide. The agency also maintains research, Family Court representation, and appellate and post-conviction support units. Its public listings give an Albany address on South Swan Street, and no other New York State offices appear in the sources reviewed.
