About New York State Public Employment Relations Board

The New York State Public Employment Relations Board (PERB) is a state agency created in 1967 under the Public Employees' Fair Employment Act, commonly called the Taylor Law. Its responsibilities include applying and enforcing that statute, working to prevent public-sector strikes, determining appropriate bargaining units, supervising the selection of employee representatives, and ruling on charges of improper employment practices. Since July 2010 it has also administered the New York State Employment Relations Act, which covers private employers outside the National Labor Relations Board's jurisdiction. A three-member board, appointed by the Governor, sets policy and decides appeals.

Internal units include a Counsel's Office that represents the agency in court, an Office of Conciliation that provides mediation, fact-finding and arbitration for contract disputes, and offices handling public and private employment practices and representation. The agency describes itself as a neutral body and states that it does not provide legal services to parties. Its main office is in Albany, and it has regional offices in Brooklyn and Buffalo.
