About NYC Department of Citywide Administrative Services (DCAS)

The New York City Department of Citywide Administrative Services (DCAS) is a department of New York City government that was created in 1996 through the merger of the former General Services and Personnel departments. It provides shared services to other city agencies, including recruiting, hiring and training city employees, running the civil service system, and managing public buildings. Its other functions cover purchasing goods and services, acquiring, leasing and selling city property, overseeing the municipal vehicle fleet, and managing energy use in government operations.

The agency is organized into 13 lines of service, one of which is a General Counsel office that provides legal counsel to the commissioner and the agency and serves as liaison to the NYC Law Department. DCAS also offers some direct public services, such as civil service examinations, real estate and automobile auctions, publication of the City Record, and sales through the CityStore. Its headquarters is the David N. Dinkins Municipal Building at One Centre Street in Manhattan, and its facilities work covers public buildings across all five boroughs.
