About NYC Department of Housing Preservation & Development
The New York City Department of Housing Preservation and Development (HPD) is a municipal government department, established in 1978 and led by a Commissioner who reports to the Mayor. The agency describes its purpose as advancing housing affordability and quality citywide and fostering strong, varied neighborhoods. HPD enforces the New York City Housing Maintenance Code, conducts building inspections, brings cases in Housing Court, and can order emergency repairs. It also registers residential properties and oversees quality standards for Section 8-subsidized units.
Beyond enforcement, HPD finances the repair and construction of affordable homes, offers rental and down-payment assistance to eligible New Yorkers, and plans neighborhood development with local communities. It also works with owners of HDFC cooperatives and Mitchell-Lama buildings. The department is headquartered at 100 Gold Street in Lower Manhattan and has smaller branch offices in each of the five boroughs. It is a government agency, not a law firm.
