About NYC Human Resources Administration
The NYC Human Resources Administration, also known as the Department of Social Services (HRA/DSS), is a department of the New York City government. It administers most of the city's social services programs, with a stated aim of reducing poverty and income inequality among New Yorkers in need. Its work is said to reach more than three million residents each year.
Its listed functions include food and cash assistance, emergency rental and utility aid, job placement and training, public health insurance access, child care, child support services, adult protective services, and emergency shelter support for survivors of domestic violence. Residents can apply for benefits online through the ACCESS HRA portal, and HRA's offices and centers operate across the five boroughs of New York City. The agency was formed in 1966 by consolidating earlier city social service administrations.
