About NYC Taxi & Limousine Commission
The New York City Taxi and Limousine Commission (TLC) is a municipal agency that is a Charter-mandated agency, with the purpose of continuing, further developing and improving taxi and for-hire service in the City of New York. It licenses and regulates medallion taxicabs, for-hire vehicles (community-based liveries and black cars), commuter vans, paratransit vehicles, and certain luxury limousines. It also licenses the owners and operators of these vehicles, as well as the central facilities, or bases, that dispatch them. Its responsibilities include protecting public safety and consumer rights, and it sets and enforces taxi fare rates. Its Enforcement Division works to deter illegal operation of unlicensed vehicles and to enforce TLC rules, traffic laws and city regulations within its regulated industries.
The agency's public services include TLC driver, base and vehicle license applications, lost property reports, drug testing locations, and requests for wheelchair accessible vehicles. TLC-licensed vehicles are inspected for safety and emissions at TLC's Woodside Inspection Facility. The Commission's Board consists of nine members, eight of whom are unsalaried Commissioners, and the salaried Chair heads the agency, which maintains a staff of approximately 600 employees. Its contact information lists a principal office at 33 Beaver Street in Manhattan, and a Woodside location at 24-55 B.Q.E West in Queens.
