About Prisoners' Legal Services of New York
Prisoners' Legal Services of New York (PLS) is an independent, nonprofit legal services organization that provides free civil legal services to indigent people held in New York State correctional facilities where no other counsel is available. It was created in 1976 after the 1971 Attica uprising. Its work focuses on conditions of confinement, including excessive use of force, solitary confinement, disciplinary hearings, medical and mental health care, access to education, and sentence computation.
PLS also runs specialized programs, including a Family Matters Unit that helps incarcerated parents maintain family ties, an Education Matters Unit, a Disciplinary Representation Unit, a Pre-Release and Re-Entry program, and an Immigration Unit that represents noncitizens in removal proceedings. The organization states that it has regional offices in Albany, Buffalo, Ithaca and Newburgh, each located near several state prisons, and that its staff includes lawyers with experience in constitutional, civil rights, corrections and administrative law.
