About Social Security Administration Office of Hearings Operations

The Office of Hearings Operations (OHO) is a component of the U.S. Social Security Administration that holds hearings and issues decisions on claims filed under Titles II and XVI of the Social Security Act, after the earlier levels of review. It directs a nationwide field organization of administrative law judges who conduct de novo hearings on appealed determinations involving retirement, survivors, disability insurance and supplemental security income benefits. OHO works alongside the Office of Analytics, Review, and Oversight, whose Appeals Council reviews hearing decisions. Agency materials also refer to the unit simply as Hearings.

In New York, the agency reports 16 Offices of Hearings Operations in its New York region, with a staff of 565 that includes administrative law judges, staff attorneys, decision writers, paralegals and clerical personnel. Hearing offices in the state are reported in Albany, Bronx, Buffalo, Central Islip, Jamaica, New York City (including a Varick Street location), Rochester and Syracuse. Since November 2025, hearing offices have been reorganized into hubs in place of the previous regional structure, so New York offices may be assigned to different hubs.
