About Unemployment Insurance Appeal Board
The Unemployment Insurance Appeal Board is a New York State body established in 1938 under the State Labor Law. It has two levels: the Lower Authority, where administrative law judges hold hearings on Department of Labor determinations about claimants' benefit eligibility and employers' contribution liability, and the Higher Authority, where one or more of the Board's five Members decide appeals from claimants, employers, and the Department of Labor. The Board states that it and its judges operate independently of the Department of Labor.
The agency's public functions include statewide virtual hearings, a searchable archive of decisions, a list of legal resources for claimants and representatives, and a Claimant Advocate Office whose staff are not lawyers. Its executive offices are in Menands and Brooklyn. Hearing offices are listed in Brooklyn, Buffalo, Garden City, Hauppauge, Menands, Rochester, Syracuse and White Plains.
